House GOP memo provides insight into details of Trump’s ‘big, beautiful bill’

House Republicans are celebrating a major victory after passing President Donald Trump’s “big, beautiful bill” in the House of Representatives. The sweeping multitrillion-dollar piece of legislation encompasses a wide range of reforms and initiatives that align with Trump’s agenda on taxes, immigration, energy, defense, and the national debt.
The bill, which spans over 1,100 pages, aims to slash government spending by approximately $1.5 trillion in an effort to address the country’s ballooning national debt, which currently stands at over $36 trillion. It also includes provisions to raise the debt ceiling by $4 trillion, signaling a significant shift in the government’s fiscal policies.
One of the key accomplishments highlighted in an internal House GOP memo is the reduction of the deficit by $238 billion through reforms to the Supplemental Nutrition Assistance Program (SNAP). The bill reallocates $294 billion in SNAP benefit savings to support rural America and restores the program’s integrity by implementing state cost-sharing requirements and work requirements for able-bodied adults.
The bill also allocates nearly $143 billion in increased defense spending, with a focus on improving service members’ quality of life, healthcare, and family support. Additional funding is earmarked for building the military’s arsenal, advancing technology and infrastructure, and bolstering military readiness. Notable allocations include $34 billion for shipbuilding, $5 billion for border security enforcement, and $25 billion for Trump’s Golden Dome missile defense shield.
In the education sector, the bill reduces the deficit by $349.1 billion through reforms introduced by the Education and Workforce Committee. These reforms streamline student loan payment options, establish caps on federal student aid, consolidate student loans into two repayment plans, and implement a performance-based grant program to support students.
The Energy and Commerce Committee included reforms to promote domestic energy production and eliminate green energy projects initiated under the Biden administration. The bill also addresses Medicaid reforms, border security enhancements, and measures to combat illegal immigration proposed by various congressional committees.
The Natural Resources Committee’s contributions to the bill focus on advancing Trump’s energy agenda through reinstating oil and gas lease sales, requiring geothermal lease sales, and increasing lease sales in key regions. The bill also includes amendments to reduce the deficit by eliminating retirement annuity payments for new federal retirees and implementing measures to prevent taxpayer benefits from going to illegal immigrants.
The Ways and Means Committee’s provisions make the 2017 tax cuts permanent, prevent tax hikes, and deliver on Trump’s campaign promises, such as tax relief for seniors and no taxes on tips, overtime pay, or car loan interests. The bill also includes measures to prevent taxpayer benefits from reaching illegal immigrants by requiring a Social Security number for tax credits and deductions.
The One Big Beautiful Bill Act passed in the House with a narrow margin of 215 to 214, with all Democrats and two Republicans voting against it. The Senate is now tasked with passing their version of the bill before it reaches Trump’s desk. Republican leadership aims for a July 4 deadline, but contentious debates are expected in the Senate before a final version of the bill is approved.
