RCMP’s fatal shooting of 17-year-old boy ‘ripping a hole’ in Norway House Cree Nation

The tragic death of Elgyn Muskego, a 17-year-old boy who was shot by RCMP officers in Norway House Cree Nation, has left his grandparents devastated and searching for answers. Charles Ettawacappo, Elgyn’s grandfather, expressed disbelief at the use of lethal force on his grandson, whom they had raised since he was a toddler.

Described as a loving boy who enjoyed outdoor activities like ice fishing and Skidooing, Elgyn was set to receive his high school diploma in June. However, his struggles with isolation during the pandemic led to mental health issues and substance use. Despite these challenges, his grandparents believed he was getting his life back on track.

The circumstances surrounding Elgyn’s death have sparked anger and frustration within the Norway House community, with many questioning the need for lethal force in dealing with a teenager who was described as small in stature. Community members like Bryan Rowden and Jonathan Meikle have called for a community-based response focused on de-escalation methods, rather than a police presence.

The incident involving Elgyn is not the first time the Norway House community has clashed with law enforcement. Previous incidents, including the use of a Taser on a non-verbal and disabled teenager, have raised concerns about the appropriateness of police responses in the community. The community has announced its own investigation into Elgyn’s death and is considering declaring a state of emergency.

In response to the growing tensions, Manitoba Keewatinowi Okimakanak’s mobile crisis unit has been deployed to the community, and Manitoba RCMP has announced the implementation of body cameras for officers. While some community members hope this will improve accountability and transparency, others like Rowden remain skeptical of the police’s role in the community.
