California DA uses special K-9 to help track down online predators

A central California district attorney’s office is taking a unique approach to combatting the rise in cybercrimes with the help of a special electronic detection K-9. Tulare County District Attorney Tim Ward recently shared details with Fox News Digital about how the office’s newest crime-fighting canine, named Tor, will play a crucial role in tackling the growing number of cybercrimes.

Ward explained that his office was one of 12 in the country awarded an electronic detection dog through the National Forensic Institute program of the U.S. Secret Service. Tor, a 2-year-old black Labrador retriever, is the first-ever electronic detection K-9 for the Tulare County District Attorney’s Office.

The name Tor was chosen for the K-9 as it is derived from an area of the dark web and symbolizes the dog’s role in assisting with crimes that involve electronic devices, such as child pornography, scams, and other web offenses. Tor’s handler, TCDA Criminal Investigator Anthony Benitez, highlighted the importance of electronic storage detection (ESD) K-9s in aiding law enforcement agencies in uncovering key evidence in cybercrime investigations.

The concept behind Tor’s training is similar to that of narcotic detection dogs or explosive detection dogs. Tor is specifically trained to detect a chemical, triphenylphosphine oxide, which is used in the manufacturing of various storage devices like cellphones, USB drives, micro SD cards, computers, and cameras.

Benitez emphasized that ESD K-9s like Tor are called upon to search locations after law enforcement has completed a manual search, as electronic devices can be easily concealed in various places. Tor’s ability to detect the chemical TPPO on hidden devices helps law enforcement agencies locate crucial evidence for prosecution.

Ward noted that while his office has always focused on crimes against children, they have seen an increase in white-collar crime and fraud cases involving electronic devices. He expressed confidence in Tor’s ability to assist law enforcement partners across the county in solving complex cybercrimes.
