According to Rubio, the Global Engagement Center (GEC), a now-defunct office within the State Department, was responsible for creating these dossiers. The revelation of this censorship activity has raised questions about the government’s role in monitoring and censoring free speech.

While the identity of the Trump official targeted by the Biden administration remains unknown, Elon Musk has been vocal in his criticism of the GEC. Musk, who later endorsed Trump in the 2024 presidential race, described the GEC as a threat to democracy due to its censorship practices.

The GEC, established by former President Barack Obama in 2016, was initially intended to counter terrorism messaging but later expanded its scope to include countering foreign propaganda and disinformation.
