California man proposes state secede from the US

A California man named Marcus Evans is spearheading an initiative to have the state break away from the United States. The California Secretary of State Shirley Weber has given Evans the green light to start gathering signatures to present the question to voters. The proposed question reads, “Should California secede from the United States and become an independent nation?”

In order to qualify for the November 2028 ballot, Evans must collect signatures from at least 546,651 registered voters by July 22. If the measure is approved, it would not immediately result in California becoming an independent country. Instead, it would signify a “vote of no confidence in the United States of America” and a declaration of the will of the people of California to become a sovereign nation without altering the state’s government or its relationship with the U.S.

Additionally, a 20-member commission would be established to study California’s ability to govern itself and its feasibility as an independent nation. However, seceding from the U.S. would necessitate a constitutional amendment, which would require approval from two-thirds of states.

Despite the proposal, the California constitution explicitly states that the state is an integral part of the United States of America. The California Legislative Analyst’s Office points out that the U.S. Constitution does not provide a mechanism for a state to secede from the country or for a single state to exist as an autonomous nation within the U.S.
