Canada announces new PR trajectory to reunite Ukrainian families

Today Immigration Secretary Sean Fraser announced a new permanent residency pathway for Ukrainians to keep their families together.

People who have escaped the illegal invasion of Russia and wish to remain in Canada can take advantage of this new path from October 23, 2023.

This allows them to apply for a Canadian Permanent Residency (PR). To be eligible, citizens of Ukraine must be temporarily resident in Canada and have at least one member of their immediate family already settled in the country.

This announcement is part of the commitment to provide extra support to Ukraine during the NATO summit in Vilnius, Lithuania.

Those qualified to apply include the Ukrainian spouses of Canadian citizens or permanent residents, civil law partners, parents, grandparents, siblings, and children or grandchildren.

More information will be made public by the end of October 2023.

The new pathway to permanent residency does not require a financial commitment from the family and the application deadline is October 22, 2024.

Quotas for the parents and grandparents program under the 2023-2025 immigration levels plan will not be affected in any way by this new Ukrainian family reunification program.

People from Ukraine admitted through this new pathway will be an additional number to Canada’s already ambitious immigration targets.

CUAET (Canada-Ukraine Authorization for Emergency Travel) is now closed

CUAET (Canada-Ukraine Authorization for Emergency Travel), a special accelerated program that allows Ukrainians to travel to Canada, ended today July 15, 2023.

However, under the provisions of the Temporary Exceptional Measures, citizens of Ukraine holding a CUAET (Canada-Ukraine Authorization for Emergency Travel) visa have until March 31, 2024 to enter Canada.

Since its inception in March 2022, the Canada-Ukraine Authorization for Emergency Travel (CUAET) program has enabled more than 166,000 Ukrainians to temporarily seek refuge in Canada.

New applicants from Ukrainians and their dependents can still apply for a temporary residence visa to enter Canada under the normal immigration/visa programs.

After entering the country, temporary residents are given the option to apply for an extended stay of up to 3 years through open work permits and study permits, all of which are given priority.

They will also have access to services related to settlement, such as assistance with employment and language training.

How many applications are processed under the Canada-Ukraine Emergency Travel Authorization (CUAET)?

IRCC received 1,100,403 temporary residence applications between March 17, 2022 and July 1, 2023.

From this, 793,804 applications are already approved as of July 11, 2023.

Further, 166,849 Ukrainians have already arrived in Canada under CUAET.
