Canada Invites >16,000 Express Entry & PNP Profiles In July 2023

Canada issues more than 16,000 invitations to apply (ITAs) for permanent residency in the month of July 2023 under various immigration programs.
Express Entry issued the highest number of invitations to apply followed by provincial nominee programs of Ontario, Manitoba, Quebec, British Columbia, Alberta, and Prince Edward Island.
Express Entry Draws Summary
In the first half of July 2023, 6 Express Entry draws invited 9,600 profiles to apply for permanent residency of Canada.
Out of these 6 rounds of invitations, only 1,500 ITAs were issued in 2 ‘no program specified’ draws considering all the profiles.
CRS cutoff score in both of these draws remained high at 511 and 505.
Maximum 6,100 ITAs were sent to Express Entry profiles having French proficiency of level 7 or more with cutoff score as low as 375.
1 Healthcare targeted draw invited 1,500 profiles having CRS score of 463 or above, while single STEM targeted draw invited only 500 profiles with comparatively higher cutoff score of 486.
With no Express Entry draw since July 12, we are expecting CRS cutoff score to climb back again near to what we saw in July draws.
It will be interesting to see when IRCC conducts Trade, Transport, and Agriculture targeted Express Entry draws in August as well as cutoff score in these rounds of invitations.
Ontario PNP Draws Summary
Ontario Immigrant Nominee Program (OINP) sent out 1,915 provincial nomination invitations to apply for permanent residency.
Most of invitations were sent under Human Capital Priorities (HCP) stream by directly targeting Express Entry profiles having CRS score between 458 – 485.
There were 3 HCP draws sending notification of interests (NOIs) to 1,820 profiles with experience in Tech and Healthcare occupations.
Lowest CRS cutoff score was in French-Speaking Skilled Worker Express Entry Stream of Ontario in the range of 321 – 374. Only 95 Express Entry profiles qualified in this draw.
On July 28, Ontario invited 11 profiles created under Entrepreneur stream having score between 134 – 151. Please note this is not CRS cutoff score, rather score based on OINP EOI.
We are hoping that Ontario PNP announces more PNP draws in the Expression of Interest system during the month of August 2023.

Manitoba PNP Draw Summary
Manitoba is considered one of the best province to move in and get permanent residency (PR) and rightfully.
Manitoba Provincial Nominee Program (MPNP) has the 3rd highest number of invitations for permanent residency in the month of July 2023.
MPNP invited a total of 1,765 applicants for permanent residency with Manitoba EOI score ranging from 604 and 774.
523 of invited applicants in these 4 Manitoba PNP draws had a valid Express Entry profile.
Similar MPNP draws are expected to continue in the month of August 2023 as well.

British Columbia PNP Draws Summary
British Columbia invited just 731 applicants for permanent residency (PR) in 4 BC PNP draws during July 2023.
British Columbia announces PNP draw every week alternating between general and targeted draws.
This is the reason that cutoff score often remains almost same in general draws as well as targeted draws for Tech & Healthcare related occupations.
That’s how IRCC should consistently announce Express Entry draws so that applicants awaiting in pool have some expectation on their odds of receiving an ITA.
BC PNP is expected to continue small-week draws in the month of August 2023, alternating between general draws and Tech/healthcare-targeted draws.

Quebec Arrima Draws Summary
During the month of July 2023, Quebec only held 1 Arrima draw on 20th inviting 1,633 profiles for permanent residency.
Cutoff score as per the Quebec EOI score calculation was 596 points and this draw targeted profiles having French proficiency of level 7.
Québec has already extended 7,105 invitations to register for the Arrima program in eight rounds of invitations this year (ITAs).

Alberta PNP Summary
Alberta Advantage Immigration Program (AAIP) publicly announced only 3 Express Entry draws in the month of July 2023.
AAIP is usually late in updating draw details on their website and often update the numbers late.
The CRS cutoff score remained between 302 and 435, and AAIP invited a total of just 304 Express Entry profiles with experience in occupations in demand, healthcare, tourism, and family connections in the province.
As of July 21, AAIP has issued a total of 6,003 nomination certificates in all the categories.

Prince Edward Island PNP Summary
Prince Edward Island invited 97 applicants under the Critical Worker Stream, including individuals working for a PEI Employer with a minimum EOI score of 50.
9 invitations were sent under Business Work Permit Entrepreneur category to the profiles having a score of 80 or above.
PEI PNP has issued 1,639 invitations to apply for permanent residency under all the categories so far in 2023.
