The Municipality Sets Deadline for Campers to Leave Cogswell Park

The municipality has issued a deadline for individuals residing in a camp at Cogswell Park to vacate the site by September 21.

Reason for Designation

Halifax staff have stated that the camp is being designated due to the opening of a new care facility for adults in the vicinity of Robie Street and Quinpool Road.

Policy on Shelter Proximity

The city’s policy prohibits shelter within 50 meters of a care institution for adults, prompting the designation of the camp at Cogswell Park.

Individuals currently residing in Cogswell Park are being offered resources and support, including assistance with relocation and access to alternative housing options.

Current Camp Statistics

As of August 15, there were reported to be 75 tents and four trailers at the remaining designated camps across the Halifax area.

Background on Designated Camp Locations

Cogswell Park was one of nine locations chosen by the municipality last year to designate as tent sites, as part of efforts to address the increasing homelessness issue in the city. Other designated locations include Bayers Road, Windsor Street Park, Bihi Park, Chain Lake Park, Glebe Street Park, Halifax Common Berm, and Point Pleasant Park on the peninsula, as well as Bissett Road Park and the Green Street Green Space in Dartmouth.

Past Challenges

This is not the first time Halifax councilors have faced challenges with designated camp locations. In December 2024, Mayor Andy Fillmore’s motion to remove the list of nine designated locations was narrowly defeated in a vote of 8-7.

Government Response

Prime Minister Tim Houston has also expressed dissatisfaction with certain designated tent locations, highlighting ongoing debates and concerns within the government.

Homelessness Statistics

The most recent point-in-time count conducted in November 2024 identified at least 1,132 individuals experiencing homelessness in the municipality.
