Comer, Lee roll out bicameral bill to fast-track Trump’s government reorganization plans through Congress

House Oversight Committee Chair James Comer and Sen. Mike Lee are set to introduce bicameral legislation that would expedite President Donald Trump’s federal government reorganization plans through Congress. The Reorganizing Government Act of 2025, to be introduced by Comer in the House and Lee in the Senate, aims to streamline government operations to better serve the American people.

The legislation would require Congress to take an up or down vote on the reorganization plans submitted by the President within 90 days, using an expedited process that cannot be filibustered. It would also expand the President’s authority to propose reorganization plans for entire executive departments, not just agencies, while prohibiting any increase in the federal workforce or expenditures.

Comer emphasized the need to cut through inefficiency and streamline government to improve service delivery and save taxpayers money. He stated that the American people elected President Trump to reform Washington, and it is crucial for Congress to fast-track his government reorganization plans by renewing a key tool to approve them swiftly.

Lee echoed Comer’s sentiments, highlighting the importance of allowing the President to use his constitutional authority to reorganize federal agencies, eliminate weaponization, and right-size the government to better serve the American people. He emphasized the need for Congress to reauthorize presidential reorganization authority to restore good governance in Washington.

The introduction of this legislation comes at a time of significant expansion in the federal government, leading to inefficiencies, redundancies, and bureaucratic obstacles, according to GOP lawmakers. The Trump administration has been actively working to reduce the size of the federal government, with executive orders signed on the first day in office and the establishment of the Department of Government Efficiency, or DOGE, led by Elon Musk.

DOGE has already made strides in canceling millions of dollars worth of government contracts deemed wasteful, with at least 75,000 federal workers taking the opportunity to resign with full pay and benefits through September. The legislation introduced by Comer and Lee aims to further support the administration’s efforts to improve government efficiency, effectiveness, and accountability.

In conclusion, the Reorganizing Government Act of 2025 seeks to modernize and improve government efficiency by allowing the President to propose reorganization plans for executive departments and agencies, with Congress required to take a swift vote on the plans. The bipartisan legislation underscores the importance of cutting through red tape and streamlining government operations to better serve the American people.
