Connecticut stepmom arrested after holding stepson captive for 20 years

A shocking incident unfolded in Waterbury, Connecticut, last month when a man allegedly held captive by his stepmother for 20 years set fire to their home in a bid to escape, according to police reports.
The stepmother, identified as 56-year-old Kimberly Sullivan, was taken into custody on Wednesday after an extensive investigation into her stepson’s harrowing claims. The incident took place on Blake Street, where Waterbury police and fire officials responded to reports of an active fire on the evening of Feb. 17. Sullivan and her 32-year-old stepson were inside the home at the time of the incident.
While Sullivan managed to evacuate safely, her stepson suffered smoke inhalation and exposure to the fire. He told authorities that he intentionally set fire to the upstairs room because he “wanted his freedom.” Shockingly, he alleged that Sullivan had kept him captive since he was just 11 years old.
Following an investigation conducted in collaboration with the Waterbury State’s Attorney’s Office, it was determined that the stepson had indeed been held against his will for over two decades. Investigators found evidence of prolonged abuse, starvation, severe neglect, and inhumane treatment.
The victim was discovered in a severely emaciated condition, having received minimal food and water and no medical or dental care during his captivity. He was malnourished and suffering from the effects of prolonged mistreatment.
A warrant was issued for Sullivan’s arrest, and she was taken into custody on Wednesday. She is facing charges including first-degree assault, second-degree kidnapping, and first-degree unlawful restraint. Sullivan was arraigned in court, where bond was set at $300,000, and she will be placed in the custody of the Connecticut Department of Corrections.
Waterbury Police Chief Fernando Spagnolo commended the investigative efforts of the officers and the State’s Attorney’s Office, stating, “The suffering this victim endured for over 20 years is both heartbreaking and unimaginable.” He emphasized the dedication of law enforcement in ensuring justice is served and the perpetrator is held accountable for her actions.
