Defense report flags China’s growing weapons arsenal, ‘psychological warfare’ op

A recent decision by a Texas judge has blocked President Biden’s administration from selling border wall materials until former President Trump takes office. This move comes at a time when the United States is facing increasing threats from China, with experts warning of a military build-up not seen since the 1930s.

Retired Lt. Col. U.S. Army intelligence officer Chuck Devore recently appeared on ‘Fox & Friends Weekend’ to discuss the Texas judge’s decision and the growing Chinese threat. Devore, who serves as the chief national initiatives officer at the Texas Public Policy Foundation, highlighted the Pentagon’s annual report to Congress, which detailed China’s military operations, including the strengthening of weapons and psychological warfare capabilities.

According to Devore, the United States has spent a staggering $5.4 trillion on the war on terror and nation-building efforts, while the Chinese threat has continued to grow. He urged Congress to work with the incoming Trump administration to reallocate resources within the Pentagon to prioritize naval strength, nuclear deterrence, missile defense, and logistics.

The Department of Defense’s report on China’s military and security developments in 2024 paints a concerning picture. China is rapidly expanding its nuclear arsenal and naval capabilities, with plans to have over 1,000 warheads by 2030. The Chinese Navy now surpasses the U.S. Navy in numbers, with China having significantly more shipbuilding capacity.

China has also bolstered its arsenal with new intercontinental ballistic missiles, medium-range ballistic missiles, and long-range cruise missiles. The country’s hypersonic missile capabilities pose a significant threat to U.S. defenses, with missiles capable of evading traditional missile defense systems and targeting key U.S. territories.

In addition to military advancements, China is also focusing on psychological warfare through cognitive domain operations (CDO). This strategy aims to influence public opinion and manipulate decision-making through the use of emerging technologies like AI, big data, and neuroscience. The goal of CDO is to achieve ‘mind dominance’ and shape perceptions in favor of China while reducing resistance to Chinese actions.

The Pentagon’s report warns that China’s use of CDO could have significant implications in deterring U.S. or third-party intervention in potential conflicts. The PLA seeks to bring psychological pressure and fear on opponents, viewing the ability to subdue enemies without fighting as the highest form of warfare.

As the United States grapples with these growing threats from China, it is crucial for policymakers to prioritize national security and defense capabilities. The Texas judge’s decision to block the sale of border wall materials underscores the need for a comprehensive approach to address evolving challenges on the global stage.
