Developer reverses plan for Sydney waterfront hotel, returns to original building proposal

A developer who had initially planned to construct a new hotel on the downtown waterfront in Sydney, N.S., is now reverting to its original plans after the hotel project fell through. Tier Too Properties, associated with Doucet Developments, had won the exclusive right to develop Cape Breton Regional Municipality’s waterfront land back in November 2022. The company is now gearing up to start construction on a new commercial and residential building later this year.
Douglas MacLennan, development manager at Tier Too Properties, explained that the hotel partner had experienced changing circumstances and competing priorities in the region, leading them to withdraw from the project. As a result, the new plan entails building retail space at the boardwalk level, a parking garage above that, more commercial space and parking at street level, and 138 residential units rising six storeys above the Esplanade.
Despite some frustration expressed by councillors over project delays, the majority voted in favor of granting an extension to the developer. Coun. Steve Parsons, however, opposed the extension, emphasizing that construction projects should not take years to kick off. MacLennan acknowledged the delays and frustrations but assured that the company is on track to commence construction this summer.
With approximately 120 individuals showing keen interest in residing on the waterfront, MacLennan addressed concerns from neighbors regarding potential sightline blockages. He assured that the building will not exceed the height of the neighboring hotel and believes it will enhance the downtown core’s aesthetics.
Mayor Cecil Clarke acknowledged the challenges faced by developers, citing escalating construction costs and labor shortages as contributing factors to project delays and cost overruns. He emphasized that this project is not an isolated case and that many others are grappling with similar issues.
