Ethics watchdog files complaint against DC Mayor Bowser over alleged travel gifts

The Foundation for Accountability and Civic Trust (FACT) has taken action against Washington, D.C., Mayor Muriel Bowser by filing an ethics complaint on Tuesday morning. This complaint alleges that Bowser accepted illegal travel and hospitality gifts during high-profile trips to various locations, including the 2023 United Nations Climate Change Conference in Doha, Qatar, the Masters Golf Tournament in Augusta, Georgia, and trips to Dubai, Las Vegas, Miami, and Mar-a-Lago.

Kendra Arnold, executive director of FACT, emphasized the importance of transparency and adherence to disclosure laws by elected officials. She expressed concern over Bowser’s refusal to provide basic information about her trips, as detailed in an investigation by WJLA that uncovered missing records related to these travels.

The complaint specifically points to Bowser’s trip to Doha, Qatar, where it was discovered that Qatar had paid Bowser and four staff members nearly $62,000 for their travel expenses. However, there is no record of who actually funded this trip, raising questions about the legality of accepting such gifts without proper disclosure.

Furthermore, FACT highlighted the lack of expense records for additional trips taken by Bowser, including visits to the Masters Golf Tournament, Las Vegas, Miami, and Mar-a-Lago. The organization accused Bowser of violating ethics principles that are in place to prevent corruption and deter officials from accepting inappropriate donations.

Under Washington, D.C., law, government officials are prohibited from accepting certain gifts, including trips, lodging, and transportation. While donations to the district are allowed if they are used for authorized functions and duties, detailed records must be maintained for audit and public inspection.
