Starting August 21, 2025, all Express Entry candidates applying for Canadian Permanent Residence (PR) will need to undergo a pre-immigration exam (IME) as part of their application process, unless they qualify for certain exemptions.

1. Exemptions from IME Requirement

If you are already residing in Canada, have had an IME within the last five years that showed you as a low risk to public health and safety, you may be exempt from undergoing a new IME.

2. Approval with Medical Conditions

Approval for PR will depend on whether your medical condition poses a risk to public health and safety or will place an excessive demand on Canadian health care or social services.

IRCC considers a condition to create an excessive demand if the treatment costs are expected to exceed a certain threshold.

3. Authorized Panel Doctors

Only IRCC-approved panel doctors are authorized to conduct IMEs for immigration purposes. Make sure to choose a doctor from the official list provided by IRCC.
