FBI arrests woman on ‘Ten Most Wanted Fugitives’ hiding in India, transports to US for prosecution

The FBI has successfully captured and arrested Cindy Rodriguez Singh, a fugitive on the FBI’s “Ten Most Wanted Fugitives” list, in India. Rodriguez Singh was wanted for the alleged murder of her 6-year-old son, Noel Rodriguez Alvarez.
Rodriguez Singh had an active federal warrant for “unlawful flight to avoid prosecution” and an active Texas state warrant for “capital murder of a person under 10 years of age.”
She allegedly fled the United States to evade charges related to the murder of her child.
On Oct. 3, 2024, an INTERPOL Red Notice was issued for Rodriguez Singh, and an extradition packet was submitted to all member countries, including India. With the cooperation of Indian authorities and INTERPOL, Rodriguez Singh was apprehended in India and will be extradited to the United States to face justice.

FBI Director Kash Patel commended the agency’s relentless efforts in capturing Rodriguez Singh, stating that justice knows no borders and that those who harm the innocent will be pursued and brought to justice.
On March 20, 2023, Rodriguez Singh misled investigators during a welfare check on her son, claiming he was in Mexico with his biological father. However, further investigation revealed that the child was missing and had not left the country.
Rodriguez Singh, along with her husband and six other children, fled to India on March 22, 2023. She was charged with capital murder in Tarrant County, Fort Worth, Texas, on Oct. 31, 2023, and a federal arrest warrant was issued on Nov. 2, 2023.
Rodriguez Singh’s arrest marks the fourth capture of a “most wanted” fugitive under Patel’s leadership at the FBI.
