Federal judge orders FEMA unpause federal funds
A federal judge in Rhode Island, who is currently facing impeachment, delivered a significant blow to the Trump administration by ordering the release of frozen federal funds. U.S. District Judge John McConnell ruled in favor of plaintiffs who had filed a lawsuit against FEMA, alleging that the agency had violated a previous court order.
The lawsuit, initiated by 22 states and the District of Columbia, challenged the Trump administration’s decision to block funding for various environmental programs, including the EPA’s Climate Pollution Reduction Grant. The plaintiffs argued that FEMA’s manual review process for payment requests was in violation of McConnell’s preliminary injunction. They contended that this review amounted to a freeze on funding authorized by Congress.
In response, the defendants, including President Donald Trump and the Office of Management and Budget, argued that FEMA’s actions did not contravene the court order. They claimed that the agency was acting based on its own authority rather than directives from the OMB.
Judge McConnell, however, found merit in the plaintiffs’ argument that FEMA’s manual review process was linked to an executive order issued by President Trump. He reaffirmed his preliminary injunction and ordered the administration to comply with the directive to unfreeze federal funds.

Meanwhile, McConnell found himself at the center of a separate controversy as Georgia Republican Rep. Andrew Clyde introduced articles of impeachment against him. Clyde accused McConnell of abusing his power and injecting his political biases into his judicial decisions.
Despite the ongoing impeachment proceedings, McConnell stood by his decision to uphold the preliminary injunction and compel the administration to release the frozen funds.
