Halifax says new plan will help city properly communicate in emergencies

The municipality of Halifax is taking steps to improve communication with residents during emergencies, with plans to utilize artificial intelligence tools for real-time information gathering. The crisis communications plan, presented to councillors, outlines the responsibilities for message creation and dissemination, emphasizing the importance of quick, clear, and actionable information for residents.

Deputy Mayor Tony Mancini stressed the significance of timely and accurate updates, especially in situations where misinformation can be dangerous. Lessons learned from recent emergencies like Hurricane Fiona and the Upper Tantallon wildfire have influenced the development of this plan, aiming to provide structured and efficient communication during crises.

The plan includes utilizing the provincial Alert Ready system for life-threatening events and the city’s hfxALERT system for less urgent situations. Recent incidents, such as the discovery of picric acid in Dartmouth, have already tested the effectiveness of this communication strategy.

In collaboration with the province’s Emergency Management Department, Halifax is exploring the use of artificial intelligence for real-time situational awareness during emergencies. This technology will monitor social media for relevant information, enhancing the response capabilities of emergency services.

Additionally, Halifax Water now has the ability to issue provincial alerts independently, addressing concerns about the handling of past incidents. Halifax Fire, Halifax Regional Police, and Halifax RCMP can also send alerts without delay when necessary.

The city is also working on updating its emergency documents and policies, with ongoing projects like hazard risk vulnerability assessments and the development of a comprehensive emergency management plan. These efforts aim to streamline emergency response procedures and enhance overall preparedness for future crises.
