House GOP bill would create $300 million safety net for ICE emergencies

A new House GOP bill has been introduced by Rep. Michael Rulli, R-Ohio, aimed at creating a “safety net” of federal funds for Immigration and Customs Enforcement (ICE) to assist in emergency situations. The proposed legislation would establish a Border Enforcement Trust Fund using federal revenues generated from excise taxes on gambling, rerouting approximately $300 million annually that currently goes into the U.S. Treasury’s general fund.

Rep. Rulli emphasized the importance of having this emergency fund available, especially in light of recent events where federal authorities have had to contend with anti-immigration enforcement rioters in Los Angeles. He highlighted the potential utility of the fund in addressing immediate needs for immigration enforcement while Congress deliberates on President Donald Trump’s comprehensive immigration bill, which includes significant funding for ICE operations.

The bill faces significant challenges in the Senate, where bipartisan support would be necessary to reach the 60-vote threshold. Democrats may be hesitant to grant President Trump expanded powers over emergency funding, making the bill’s passage uncertain.

Despite potential opposition in the Senate, Rep. Rulli has not encountered significant pushback from his House colleagues. The bill is one of several initiatives introduced by House Republicans following the recent riots in Los Angeles and widespread anti-ICE protests across the country.

This move comes at a crucial time as tensions surrounding immigration enforcement continue to escalate. The proposed Border Enforcement Trust Fund could provide much-needed support for ICE operations during emergencies, ensuring that federal authorities have the resources necessary to maintain law and order in challenging situations.
