How a caretaker government functions in the middle of a trade war

Former head of Canada’s public service, Michael Wernick, wants Canadians to know that their country still has a functioning government even during times of political transition. Wernick, who served as the clerk of the Privy Council, emphasized that the government continues to operate during prorogation or dissolution of Parliament.

During the caretaker convention period, which begins when Parliament is dissolved and ends when a new government is sworn in, the government is expected to act with restraint. This means that while the government can still make decisions and respond to emergencies, it should avoid introducing major policy changes that could be difficult for the next government to reverse.

Despite the limitations imposed by the caretaker convention, the government retains its authority to address pressing issues such as the economic challenges posed by tariffs imposed by the Trump administration. Prime Minister Mark Carney and his cabinet have the power to implement retaliatory measures or provide support to affected industries and workers.

While the government is still operational during an election period, there are guidelines in place to ensure that its actions are appropriate. Ministers are expected to continue with their official duties but should refrain from initiating new policies that require cabinet approval. Government departments are advised to postpone new regulatory initiatives and limit communication to non-partisan messages related to public health, safety, or urgent matters.

Additionally, public opinion research and speechwriting contracts are put on hold during the caretaker period. Parliamentary secretaries’ appointments end when Parliament is dissolved, but cabinet ministers retain their powers and responsibilities.

Wernick emphasized that managing the government during the caretaker period is a temporary challenge that requires judgment and adherence to established traditions. Despite the constraints, the government remains operational and capable of addressing critical issues facing the country.
