This distinction dates back to the 1880s when the government moved away from the spoils system towards a career civil service.

Former Bush administration Cabinet member Tevi Troy explained that the Trump administration believes that certain career officials are trying to set policy rather than carry it out, leading to disagreements at the senior levels of government. With about 2 million people in the federal workforce, there is a clear line between those setting policy and those executing it.

President Trump recently signed an executive order instructing departments to make large-scale reductions in force, leading to layoffs across various federal agencies. The Department of Government Efficiency, led by tech billionaire Elon Musk, has been instrumental in executing these mass layoffs. Despite career employees having employment protections, the president has the authority to eliminate jobs as long as individuals are not politically targeted.

In addition to layoffs, Trump has also ordered federal agencies to lay off probationary workers who have not secured civil service protection. This move is part of the administration’s broader efforts to restructure and streamline the federal government. Similar efforts to reduce the size of the government have been made by past presidents, including Ronald Reagan and Bill Clinton.
