Los Angeles County probation officers charged with abuse at juvenile hall

Thirty Los Angeles County probation officers are facing charges of child abuse for their alleged involvement in organizing “gladiator fights” between youth detainees at the Los Padrinos Juvenile Hall in Downey, California. The California Department of Justice launched an investigation after leaked footage surfaced showing youths being forced to fight while officers looked on without intervening.
California Attorney General Rob Bonta announced the charges, which include child endangerment, abuse, conspiracy, and battery. The investigation revealed that there were at least 69 fights between July and December 2023, involving up to 140 youths aged 12 to 18. Bonta described the officers’ actions as creating a space and time for the fights to happen, standing by as spectators rather than intervening to ensure the safety of the young detainees.
The video footage showed officers laughing and shaking hands with those involved in the fights, portraying a disturbing lack of regard for the well-being of the youths under their care. Bonta emphasized that the officers appeared more like referees at a prize fight than responsible adults tasked with supervising and protecting vulnerable individuals.
Following the investigation, all 30 officers involved have been placed on leave without pay. The Probation Department expressed zero tolerance for misconduct among peace officers, especially those responsible for the well-being of young individuals within the system. The Los Padrinos Juvenile Hall has faced operational challenges, violence among detainees, and staffing shortages in recent years. The Department sought the assistance of law enforcement upon learning of the alleged misconduct, leading to the investigation that resulted in charges against the probation officers.
