Quebec Invites Candidates for Permanent Selection under PSTQ Program

Quebec has recently issued invitations for permanent selection under the selection program of the competent employee (PSTQ), specifically targeting candidates in the regulated professional stream. This marks a significant step as the province had only started publishing invitations under the PSTQ earlier this year.

Key Details of the Draw

On August 14, the Minister of Immigration, Francization and Integration extended invitations to 275 individuals to apply for permanent selection under the PSTQ stream for regulated professions.

To qualify, candidates needed to fulfill the following criteria:

  • Score at least 766 points;
  • Reside in Quebec;
  • Intend to practice a regulated profession in Feer category 0, 1, or 2;
  • Demonstrate French language proficiency at level 7 or higher in speaking and listening, and level 5 or higher in reading and writing;
  • Spouse (if applicable) to have French language proficiency at level 4 or higher in speaking and listening.

Understanding the Regulated Professional Stream

This stream is designed for individuals who meet specific criteria:

Their primary occupation must be listed in the List of Regulated Professions maintained by the Ministère, requiring a license to practice in Quebec.

Fully Regulated Professions: All roles within the profession are regulated (e.g., mechanical engineers).

Partially Regulated Professions: Only certain roles within the profession are regulated (e.g., criminologist within the Social Sciences Group).

For some professions, regulation applies only if the work is in the construction sector (e.g., carpenter).

Candidates in this stream must possess documentation issued by the regulatory body overseeing their profession in Quebec, such as authorization to practice or proof of recognition of equivalent training or diploma within the past 5 years.
