Quebec issues more than 200 invitations for provincial immigration

Quebec Ministry of Immigration Issues 231 Invitations for CSQ Requests

On August 28, the Quebec Ministry of Immigration, Francization and Integration (MIFI) issued 231 invitations to request a Quebec Selection Certificate (CSQ) via the Skilled Worker Selection Program (PSTQ).

Candidates were invited by two different streams of the program, either for their work experience in non-regulated competent professions or their exceptional talent and competence, in addition to other factors.

August 28 Drawing Results

The August 28 draw invited immigration candidates via Stream 1 (highly qualified and specialized skills flow) and Stream 4 (exceptional talent stream) of the PSTQ.

Highly Qualified and Specialized Skills Flow

MIFI invited 227 candidates through this draw to request CSQs. Invitations were issued to candidates who:

  • Were already in Quebec;
  • Had an eligible Quebec University, College or Vocational Training by secondary school;

    • University level: 30 credits;
    • College / Vocational Secondary School Diploma: Certifies the completion of a program that is at least 900 hours of study; And

  • Had a minimum score of 760 according to the scoring grid from Quebec.

Exceptional Talent Stream

MIFI invited four candidates through this stream. Invitations were issued to candidates who:

  • Demonstrated exceptional talent; And
  • Have at least three years of experience in their main profession in the past five years.

Recent Updates on Quebec Immigration

The immigration minister of Quebec, Jean-François Roberge, has previously announced proposed provincial immigration guidelines for the next four years, in June this year.

Actions that Have Already Been Taken

The government of Quebec has already implemented the following measures:

  • Suspension of applications under the Quebec Experience Program (PEQ) – Employees away to permanent (PR) until November 30, 2025;
  • Expansion of the suspension of the PEQ – Diplômes until November 30, 2025;
  • Announcement of the reopening of the PSTQ in July 2025; And
  • Expansion of the suspension of the intake for the refugee program abroad (collective sponsorship) until December 31, 2027.

Actions Presented

In addition to the above, the Quebec government has put forward the following proposed actions:

  • Set goals for temporary resident levels, including a planned reduction in the number of temporary residents;
  • Reducing the number of temporary foreign employees in Quebec from 72,000 to 65,000 for four years, and reducing the number of temporary foreign employees in Montreal by 50%;
  • Give priority to existing temporary residents in Quebec for PR; And
  • Requires temporary foreign employees to achieve a minimum level of the skill of the French language to extend their work permits.

These proposals were open for public consultation until 15 August 2025.

In the consideration, a decision on general admission goals is made with this feedback. A final level plan is planned for publication in October 2025.
