HUD chief showcases how private-public partnerships uplight economically-distressed areas in Philly tour

Housing and Urban Development Secretary Scott Turner is making strides in revitalizing economically distressed areas across the nation, including neglected areas in Philadelphia that have seen significant growth in recent years. Turner, who previously served in the first Trump administration, highlighted the success of the Opportunity Zones initiative, which has brought $84 billion of private investment and lifted one million people out of poverty.

During his visit to Philadelphia, Turner met with local community and business leaders to discuss the impact of Opportunity Zones projects. These projects, which incentivize investment and economic development through federal tax benefits, have transformed neighborhoods like Sharswood-Blumberg and Fishtown. For example, a $30 million Choice Neighborhoods Grant in 2020 attracted over $500 million in private and public investments, leading to the development of a grocery store, community center, health clinic, and housing in Sharswood-Blumberg.

Turner also toured The Battery, a mixed-use development in Fishtown that has provided nearly 200 apartment units and a luxury boutique hotel along the Delaware River. The building, a former power plant built after World War I, sat vacant for decades before receiving $154 million in investments in 2020. The Battery now showcases modern living spaces while preserving its historic architecture, offering new housing and economic opportunities in an area that was previously neglected.

As Turner looks ahead to “Opportunity Zones 2.0,” he expressed excitement about further improving the program to benefit even more communities across the country. He emphasized the importance of public-private partnerships in addressing issues like homelessness and drug addiction, stating that the federal government must work as a partner to the private sector, faith-based programs, and nonprofits.

In addition to his efforts to revitalize distressed areas, Turner has taken a strong stance on ensuring that federal housing funds are prioritized for American citizens. He recently partnered with Secretary of Homeland Security Kristi Noem to crack down on illegal immigrants living in government-funded housing, making it clear that only Americans will benefit from taxpayer-funded public housing resources.
