Trump admin to direct agency heads to prep for ‘large-scale reductions in force,’ reorganization by March 13

The Trump administration is set to implement significant changes within the federal government, as heads of agencies are being directed to prepare for “large-scale reductions in force” and develop reorganization plans by mid-March. This exclusive information was obtained by Fox News Digital, revealing that a memo will be sent to agency heads by Office of Management and Budget Director Russell Vought and acting director of the Office of Personnel Management Charles Ezell.
The memo, which will be sent on Wednesday, outlines the need for agencies to eliminate roles and submit reorganization plans by March 13. It specifies that certain government positions related to law enforcement, border security, national security, immigration enforcement, and public safety responsibilities will be exempt from the order. Additionally, officials nominated and appointed to positions requiring presidential appointment or Senate confirmation, as well as those in the Executive Office of the President and U.S. Postal Service workers, will also be exempt.
The memo is titled “guidance on agency RIF and reorganization plans requested by implementing the president’s ‘Department of Government Efficiency’ workforce optimization initiative.” It highlights the need to address the inefficiencies and debt within the federal government, stating that taxpayer dollars are being misused on unproductive and unnecessary programs.
President Trump’s February executive order emphasized the importance of eliminating waste and insularity within agencies to benefit American families, workers, and taxpayers. The memo provides detailed guidance to agency heads on how to develop reduction-in-force and reorganization plans, emphasizing the need for better service, increased productivity, and a significant reduction in full-time equivalent positions.
OMB and OPM are directing agencies to focus on eliminating non-mandated functions, consolidating duplicative areas of organization charts, reducing management layers, and minimizing the use of outside consultants and contractors. Agency heads are also instructed to close or consolidate regional field offices to align with return-to-office actions and avoid multiple relocation benefit costs for employees.
The reorganization plans are divided into two phases, with Phase 1 plans to be submitted by March 13 and Phase 2 plans by April 14. The Phase 2 plans are expected to outline a positive vision for more efficient agency operations going forward, with implementation planned by September 30, 2025.
These changes aim to streamline government operations, improve efficiency, and reduce unnecessary spending. The Trump administration is committed to delivering results for the American public and ensuring that taxpayer dollars are used effectively. Stay tuned for further updates on this developing story.
