The lawsuit in Utah emerged from changes to redistricting that began in 2018. Utah voters had passed Proposition 4, also known as the “Better Boundaries” initiative, to reform the redistricting process and establish an independent commission to oversee it. However, the state legislature later passed a bill that undermined this measure, resulting in the commission losing its power and the creation of congressional maps that heavily favored Republicans.

The new maps split Salt Lake City into four districts, a move that was deemed illegal by voting rights groups. While Texas recently passed new maps that benefit Republicans, California Governor Gavin Newsom has proposed suspending the state’s current map, drawn by an independent commission, and passing a new one to counteract Republican gains in Texas.
