Utah senator coaches GOP aides on strategy for streamlining Trump’s agenda through Congress

Senator Mike Lee of Utah is taking proactive steps to ensure that Republican congressional staffers are well-prepared to navigate the budget reconciliation process in order to advance President-elect Donald Trump’s agenda in the coming year. The use of budget reconciliation is crucial for Republicans to pass key aspects of Trump’s tax and economic policies, as it bypasses the legislative filibuster and its 60-vote threshold, allowing Republicans to move forward with their Senate majority alone.

The training sessions, organized in collaboration with the Economic Policy Innovation Center (EPIC), aim to equip staffers with the necessary knowledge and understanding of the budget reconciliation process, which can be complex and challenging. Presenters at these sessions include EPIC’s Director of Budget Policy Matthew Dickerson, Executive Vice President Brittany Madni, and President and CEO Paul Winfree.

In order for policies to be included in reconciliation, they must adhere to the Senate rules governing the process and be primarily budgetary in nature, such as relating to spending or the debt limit. While Republicans have criticized Democrats in the past for stretching the interpretation of reconciliation rules to pass their policies, the GOP now plans to explore ways to incorporate conservative priorities within the procedure.

With a 53-seat majority in the Senate, Republicans will likely focus on extending expiring parts of Trump’s Tax Cuts and Jobs Act from 2017 through reconciliation. However, if certain policy priorities do not meet reconciliation requirements, Republicans may need to garner support from Democrats to overcome the legislative filibuster for normal bills.

The first training session was attended by 116 Republican congressional staffers from over 70 offices on Capitol Hill, with additional events planned for different groups. Senator Lee and the steering committee are committed to ensuring that staff are well-equipped to efficiently pass Trump’s policies through reconciliation, involving a wide range of Republican priorities and input.
