Canada’s sports system is ‘broken’ and suffers from widespread abuse: Federal commission

The Canadian sports system is facing a crisis of abuse and a culture of silence that discourages athletes from speaking out, according to a recent report from the Future of Sport in Canada Commission. Justice Lise Maisonneuve, who leads the commission, highlighted issues such as physical punishment, sexual assault, training while injured, and discrimination that continue to plague the sports community at all levels.
The report found that the current focus on high performance and medal achievements does not align with the values of respect, diversity, and well-being that Canadians desire in their sports system. There is also a lack of access and opportunity for para-athletes, Black, Indigenous, people of color, and the 2SLGBTQI+ communities. The commission stated that Canadian sport has “lost its way” and needs significant changes to address these systemic issues.
With 71 preliminary recommendations, the commission is calling for the creation of a national safe sport authority or tribunal to oversee safe sport issues across Canada. This entity would maintain a national registry of sanctioned individuals to prevent abusers from moving between jurisdictions. The report also recommends background screening requirements for sport organizations and increased funding for National Sport Organizations (NSOs).
Amelia Cline, managing director of Athletes Empowered, expressed optimism about the report’s recommendations, particularly the emphasis on grassroots maltreatment and the proposed national registry. The commission’s proposed changes aim to create a safer and more inclusive sports environment for all participants.
Laura Robinson, an investigative sports journalist, highlighted the need for an independent body to oversee Canadian sports and investigate abuse allegations. While the federal government has welcomed the preliminary report, there are concerns about the seriousness with which the recommendations will be taken. Secretary of State for Sport Adam van Koeverden emphasized the government’s commitment to building a safe and inclusive sport system.
The activities of the Future of Sport in Canada Commission will culminate in the National Summit on the Future of Sport in Ottawa. This event aims to bring together stakeholders to discuss and implement the necessary changes to create a more positive and supportive sports environment in Canada.
