Singh, who held a CDL from California and was previously licensed in Washington, now faces charges of vehicular homicide and manslaughter.
Some states allow individuals to obtain regular driver’s licenses regardless of their citizenship status. However, CDLs are subject to federal regulations, which mandate proof of lawful permanent residency or an Employment Authorization Document for commercial licensing.
Moody’s proposed bill, known as the Safer Truckers Act of 2025, seeks to restrict the issuance of CDLs to U.S. citizens, legal permanent residents, or individuals with valid work visas. The legislation also aims to enforce English proficiency requirements, aligning with President Donald Trump’s executive order issued earlier this year.
