Welsh government told to create dog-free zones to fight racism
An environmental group has recently advised the Welsh government to consider implementing dog-free zones in an effort to promote inclusivity and combat racism in outdoor spaces. The recommendations were outlined in a report by Climate Cymru BAME, which highlighted the importance of creating designated areas where dogs are not allowed.

The report is part of a larger assessment focusing on racism in the context of climate change, environmental issues, and rural affairs. It aims to inform strategies for ensuring that green spaces align with the objectives outlined in the Labour Party’s 2022 Anti-Racist Wales Action Plan.
According to Welsh government officials, individuals from ethnic minority backgrounds often encounter obstacles when accessing outdoor spaces due to existing exclusions and instances of racism. Additionally, there is a perception that activities such as gardening or tending to allotments are primarily associated with middle-aged white women, further contributing to the lack of diversity in outdoor recreational pursuits.
In response to feedback from focus groups, the North Wales Africa Society recommended the establishment of dog-free areas, citing concerns raised by a black African female participant who expressed feeling unsafe in the presence of dogs. Participants also highlighted a lack of respect for green spaces in areas with higher ethnic minority populations, as well as challenges related to limited access to public transportation for reaching non-urban green spaces and concerns about air quality in urban areas.
The Welsh government’s report underscores the need to address barriers faced by individuals from ethnic minority backgrounds, acknowledging the role of exclusions and racism in shaping outdoor experiences.
