B.C. police watchdog investigating apparent suicide of officer charged with sexual assault
The Independent Investigations Office of B.C. is currently looking into the tragic death of a Vancouver Island police officer, who was found deceased shortly after being charged with sexual assault. The officer, identified as 43-year-old Matthew Ball, was one of two Central Saanich police officers arrested and charged with sexual assault following an investigation by the Vancouver Police Department. It is reported that Ball died by suicide on the same day he was charged.
The IIO was called to the scene of the officer’s death in a rural area near Shawnigan Lake, about 30 kilometers northwest of Victoria, B.C. The investigations office has initiated an investigation to determine the events leading up to and during the officer’s death.
VPD Deputy Chief Fiona Wilson revealed in a news conference that Ball and Const. Ryan Johnston, 40, were alleged to have engaged in separate “intimate” and “inappropriate” relationships with the same woman in her mid-20s. Ball was charged with one count of sexual assault and one count of breach of trust for alleged offenses that occurred between Feb. 1, 2019, and Oct. 31, 2023, while Johnston faces a single count of sexual assault for incidents between Feb. 6, 2020, and March 8, 2020.
Wilson emphasized that allegations like those faced by the two officers can severely impact the public trust in law enforcement, a sentiment that was met with criticism from Vancouver Police Union president Ralph Kaisers. Kaisers expressed concerns that Wilson’s statements could prejudice the case and undermine the presumption of innocence for the accused officers, calling for a more balanced approach in handling such sensitive matters.
Former public safety minister Kash Heed echoed Kaisers’ sentiments, emphasizing the need for a thorough inquest into the circumstances surrounding Ball’s death. He highlighted the importance of considering the well-being of all parties involved, including the accused officers, the investigating agencies, and the oversight bodies responsible for maintaining accountability within the police force.
