GOP bill will force DHS to report on fallout from Biden-era immigration policy

Rep. Marcus Luttrell, a Republican from Texas, is spearheading a new legislative effort that aims to hold the Department of Homeland Security (DHS) accountable for crimes committed by individuals admitted into the U.S. under the controversial Biden-era immigration policy. The proposed legislation, known as the Criminal Illegal Alien Report Act, seeks to shed light on the criminal activities of those who entered the country through the Process for Cubans, Haitians, Nicaraguans, and Venezuelans (CHNV) program.
In an exclusive interview with Fox News Digital, Luttrell emphasized the importance of understanding the challenges faced in securing the nation. He stressed, “If we’re serious about securing our country, we need to know exactly what we’re up against.”
The CHNV program, introduced by the Biden administration in 2022, initially allowed for asylum seekers from Venezuela to be paroled into the U.S. for up to two years if they had a sponsor in the country willing to provide financial support. The program was later expanded to include individuals from Cuba, Haiti, and Nicaragua in 2023, with a monthly quota of 30,000 entrants from these four countries.
While the Biden administration touted the program as a means of reducing illegal land border crossings, critics raised concerns about the program’s efficacy in curbing overall migration. CHNV beneficiaries were required to enter the U.S. through air travel, rather than crossing the southern border by land.
The program faced heightened scrutiny following a tragic incident where a Venezuelan national, Jose Ibarra, who was paroled into the U.S. under CHNV, attacked and fatally wounded University of Georgia student Laken Riley. Despite President Donald Trump’s executive order to terminate the program on his first day in office, over 50,000 individuals were paroled into the U.S. through airport ports of entry.
Luttrell highlighted additional cases of criminal activity involving CHNV beneficiaries, including the arrest of an individual in 2024 for allegedly sexually abusing a minor in Virginia. The proposed legislation aims to provide Congress with comprehensive data on crimes committed by individuals admitted under the CHNV program, empowering policymakers to collaborate with the Trump administration to bolster national security measures.
In prioritizing the safety and well-being of American communities, Luttrell emphasized the need to address security threats effectively. He asserted, “Protecting Americans should be the top priority.”
