Former deputy minister, businessman Michael Sabia named next Privy Council clerk

Former deputy finance minister and businessman Michael Sabia has been named the next head of Canada’s public service, as announced by Prime Minister Mark Carney in a news release on Wednesday. Sabia will be taking over the role of clerk of the Privy Council, succeeding John Hannaford who is set to retire.

Sabia’s appointment comes with high praise from the Prime Minister’s Office, citing his three decades of experience in both the public and private sectors. The PMO statement highlighted Sabia’s expertise and emphasized that with him at the helm, Canada’s public service will be able to advance nation-building projects, attract private investment, drive growth, and deliver the change that Canadians desire.

John Hannaford, the current clerk of the Privy Council, is recognized for his leadership in navigating Canada’s response to various trade and security challenges. The PMO statement also credits Hannaford for supporting the government in implementing key initiatives such as a middle-class tax cut, enhanced border security measures, and legislation aimed at strengthening the Canadian economy.

Sabia previously served as Canada’s deputy minister of finance from 2020 to 2023 and has most recently been leading Hydro-Québec. Prior to that, he held prominent roles including CEO of the Caisse de dépôt et placement du Québec, the province’s public pension fund manager, and chief executive of BCE Inc.

The transition of leadership is set to take place on July 7, when Sabia will officially assume the role of clerk of the Privy Council. His extensive experience and track record in both the public and private sectors position him well to lead Canada’s public service and drive positive change for the country.
