Free bus passes coming to CBRM for people on income, disability support

Thousands of residents in the Cape Breton Regional Municipality (CBRM) will soon benefit from free bus passes starting this fall. The initiative, announced by Scott Armstrong, minister of opportunities and social development, aims to assist income assistance recipients, their families, and individuals on disability support in CBRM.

The program mirrors a successful 2018 pilot project in Halifax, which was later made permanent in 2021. Armstrong highlighted the positive impact of free bus passes on communities, emphasizing the ease of access to transportation for residents in outlying areas along transit routes.

Dorothy Halliday, executive director of Community Cares Youth Outreach in Sydney Mines, emphasized that the free bus pass initiative goes beyond transportation. It plays a vital role in fostering healthier communities and reducing poverty by alleviating financial burdens associated with commuting.

While the exact cost of implementing the program in CBRM remains undisclosed, Armstrong mentioned that the Halifax program required approximately $5.5 million for setup and $4.2 million annually for operations. He expressed confidence that the initiative would likely be cost-neutral, as the Department already provides funding for transportation needs of individuals with disabilities and low-income individuals.

Mayor Cecil Clarke acknowledged the provincial funding of $2.2 million, enabling CBRM council to consider extending free bus passes to seniors receiving the guaranteed income supplement with limited incomes. He also highlighted the accessibility and convenience enhancements in public transit, including fully accessible buses, charging stations for mobile devices, and onboard wireless internet.

With over 7,000 eligible individuals in CBRM, the free bus pass program is poised to make a significant impact on the community. Clarke mentioned that further details regarding the initiative would be presented to the council in the upcoming fall session.
