State Department unveils plans to absorb USAID

The State Department is undergoing a significant change as it absorbs the remaining operations and programs of the U.S. Agency for International Development (USAID), according to an internal memo obtained by Fox News Digital. This move marks a major shift in the function of USAID, which has historically operated as an independent agency focused on delivering aid to impoverished countries and providing development assistance.
President Donald Trump appointed Secretary of State Marco Rubio to serve as the acting administrator of USAID in February, citing concerns that the organization was not effectively advancing U.S. core interests. Now, the State Department is set to officially take over USAID programs as part of a merger aimed at streamlining operations and enhancing the delivery of foreign assistance. This consolidation will also lead to significant cuts for thousands of USAID employees.
Jeremy Lewin, who is currently performing the duties of USAID Deputy Administrator for Policy and Programming & Chief Operating Officer, emphasized the benefits of bringing USAID’s aid programs under the State Department’s umbrella. He stated that this move will enhance efficiency, accountability, uniformity, and strategic impact in foreign assistance programs, ensuring a unified voice in foreign affairs.
The State Department plans to “retire” USAID as an independent operation and proceed with a reduction in force, resulting in the elimination of more than 4,650 USAID personnel. Notices regarding employment status and separation dates will be issued to affected employees, with staffing assessments and independent hiring processes to follow in the coming months.
The decision to merge USAID programs with the State Department comes in the wake of broader government cuts led by the Department of Government Efficiency (DOGE), helmed by SpaceX and Tesla CEO Elon Musk. USAID has faced criticism for wasteful spending that did not align with the Trump administration’s priorities, such as funding programs focused on diversity and inclusion initiatives in foreign countries.
Secretary of State Marco Rubio announced the cancellation of over 80% of USAID programs following a thorough review, eliminating approximately 5,200 out of 6,200 programs. Rubio emphasized the importance of reorienting foreign assistance programs to align with U.S. national interests, protect borders, and strengthen partnerships with key allies. The revised approach aims to focus on essential lifesaving programs and strategic investments that benefit both partner countries and the United States.
