Canada increases the means needed to emigrate by more than 30% through national paths for PR

Immigration, refugees and citizenship Canada (IRCC) has increased the requirement of the minimum settlement fund for those who immigrate through the Rural Community Immigration Pilot (RCIP) and the Francophone Immigration Pilot (FCIP).
From July 29, 2025, foreign nationals need at least $ 2,544 more to immigrate funds for settlement via the RCIP or the FCIP.
For a family of one, the minimum funds needed to be eligible for the RCIP Or the FCIP rose from $ 7,963 to $ 10.507 on July 29 – an increase of 31.94%.
The RCIP and the FCIP are employer-driven paths to Permanent stay in Canada For those who want to settle in national or Francophone communities outside Quebec.
How much money do I need to emigrate to Canada via the RCIP or the FCIP?
The minimum amount of money needed to emigrate via the RCIP or the FCIP depends on the size of your family.
Both programs share the same requirements for settlement funds.

How do I calculate the size of my family?
Your family size includes
- Yourself;
- Your partner or common law partner; And
- Dependent children (yours, your partner or common law partner).
You must have a partner or normal partner and dependent children, even if they are Canadian citizens or permanent residents, and/or even if they do not come to Canada with you.
What does IRCC accept as proof of funds?
Proof of funds can be one of the following documents:
- bank account statements;
- bank design;
- checks; or
- Post changes.
The money must be available when applying for the program and when you get your permanent resident visa.
About the RCIP and the FCIP
The RCIP and the FCIP were launched earlier this year to help employers in rural communities outside Quebec in tackling labor shortages.
To be eligible, a foreign national must have a vacancy of a designated employer in the region. This offer must also be approved by a local economic development organization.
In addition, foreign national must meet certain suitability criteria with regard to education, work experience, language skills and settlement funds. For the FCIP, foreigners must prove the skill of the French language.
Those who meet all suitability criteria can apply directly to the federal government for PR.
They are also eligible to apply for a work permit so that they can work for their employer while their PR application is being processed.
There are 14 communities in the RCIP in total, while there are six communities participating in the FCIP. Each community has selected specific priority sectors and professions based on their economic goals and personnel needs.
