IRCC removes Education Requirement for PR Stream B for Hong Kong Residents

The Education Requirement will be removed from the Canadian Work Experience Stream – Stream B of the Hong Kong Permanent Residence Pathways effective August 15, 2023.
Hong Kong citizens can apply for permanent residency under two special streams:
- Stream A (for graduates in Canada)
- Stream B (for people who have previously worked in Canada)
This announcement is being made today by Paul Chiang, Parliamentary Secretary to the Minister of Housing and Diversity Inclusion on behalf of Immigration Minister Sean Fraser.
This means that Hong Kong citizens who have worked in Canada can more easily obtain permanent residency as they are no longer constrained by their level of education.
3,122 permanent residents from Hong Kong moved to Canada on April 30, 2023 through the 2 permanent residency streams (2,358 for stream A and 764 for stream B).
It also simplifies the application process, as candidates no longer need to provide proof of school attendance.
This change coincides with the recent expansion and expansion of open work permits for Hong Kong residents.
It also makes it easier for Hong Kong residents to move from temporary to permanent residence.
Taking these steps will help Canada attract people who already have work experience in Canada.
This will give skilled people from Hong Kong more opportunities to join Canada’s diverse workforce and utilize their unique skills and experiences.
Hong Kong people already have a number of ways to get permanent residency, but on June 1, 2021, until August 31, 2026, a public policy was introduced that created two more streams to get permanent residency.
Earlier, IRCC released a new open work permit program that allows eligible Hong Kong residents to gain useful work experience in Canada and apply for permanent residency on February 8, 2021.
This measure was recently extended and expanded, and Hong Kong residents have until February 7, 2025 to apply.
To receive permanent residency, applicants must plan to live in a Canadian province or territory other than Quebec.
This move coincides with Canada’s new Indo-Pacific strategy. It is a detailed plan to become more involved in the Indo-Pacific over the next ten years.
