Ex-police captain accused of midair lewdness after allegedly downing bottle of bubbly

A former California Highway Patrol captain, Dennis Wally Woodbury, has been indicted by a federal grand jury for allegedly engaging in lewd behavior on a JetBlue flight from Fort Lauderdale, Florida to Los Angeles in April. The Department of Justice charged Woodbury with abusive sexual contact within the special maritime and territorial jurisdiction of the United States.
Woodbury, who was dismissed from state service, reportedly consumed an entire bottle of Prosecco sparkling wine on the flight, which led to his inappropriate actions. According to prosecutors, Woodbury displayed lewd behavior towards two male flight attendants during the journey.
Before the plane took off, Woodbury showed one of the flight attendants a picture of a dog with explicit imagery in the background. He then proceeded to make suggestive comments and gestures towards the attendants, including suggesting they go on a cruise together and making a crude hand gesture.
During the flight, Woodbury slapped one of the flight attendant’s buttocks and yelled that he loved him. He later exposed himself in the front galley of the plane, prompting the flight attendants to intervene and notify law enforcement officials.
Despite being reprimanded for his behavior, Woodbury continued to act inappropriately, pulling down his pants and underwear multiple times. The flight attendants made it clear that they did not consent to Woodbury’s actions.
Woodbury appeared in federal court and was released on $50,000 bond. He is set to be arraigned on May 12 in U.S. District Court in downtown Los Angeles. The charge of abusive sexual contact carries a maximum sentence of two years in federal prison.
