Halifax police board getting new chair weeks after one elected

Halifax’s police board chair, Gavin Giles, has announced his departure from the oversight committee after just a few weeks in the role. Giles, a partner at McInnes Cooper, joined the Halifax board of police commissioners in October 2022 and was elected as board chair in January. However, the municipality revealed this week that he would be stepping down at the end of March.
Giles acknowledged that he was aware his term was ending soon when he assumed the chair position, as commissioners are limited to serving three years. Despite his desire for an extension, the Halifax municipality did not grant his request. Giles mentioned that other board members had encouraged him to take on the role.
During his time on the board, Giles faced criticism from some members of the public. Several residents expressed feeling that he was rude and dismissive during police budget consultations over the past two years. Giles defended his direct communication style, stating that he communicates in a straightforward manner, which may not sit well with everyone.
In November 2023, Giles made controversial comments about residents opposing a police budget increase, describing their remarks as “nonsense and rubbish commentary, designed only to titillate and annoy.” He stood by his statement, emphasizing the importance of providing a balanced and objective perspective in budget discussions.
At a January 2025 public board meeting, resident Wiebke Kungl raised concerns about the police’s approach to addressing social issues leading to crime. Giles questioned the assertion that police only protect the interests of the wealthy, citing a specific incident involving a Syrian refugee who tragically died after being attacked.
Residents expressed dissatisfaction with Giles during subsequent meetings, with some calling for his removal from the board. Complaints were lodged against Giles, but he stated that they were dismissed following an investigation. He criticized the complaints process, noting its lack of transparency and potential for abuse.
The Halifax Regional Municipality announced Vincent Beswick-Escanlar as Giles’ replacement, effective April. Beswick-Escanlar, a family physician with a background in public health and preventive medicine, as well as military and policing experience, will assume the role. The board will elect a new chair at its upcoming meeting on April 2.
