Former USAID official Mark Moyar says ‘corruption’ at agency ‘subverted’ Trump White House

During President Donald Trump’s first term in the White House, the U.S. Agency for International Development (USAID) was embroiled in allegations of corruption and defiance of the president’s policies, according to a former USAID official. Mark Moyar, who worked at the agency from 2018 to 2019, revealed in an interview with Fox News Digital that many staffers at USAID had ties to the previous Obama administration and had voted for Hillary Clinton in the 2016 election. Moyar claimed that some employees were actively working to subvert President Trump’s directives, including hiding aid from Syria to prevent the president from canceling it.
Moyar’s tenure at USAID came to an abrupt end in July 2019 when his security clearance was suspended due to a dispute over the publication of his book, “Oppose Any Foe: The Rise of America’s Special Operations Forces.” He alleged that the suspension was a form of retaliation for reporting waste, fraud, and abuse within the agency. Moyar described instances of significant spending without the knowledge of political appointees, conflicts of interest, and instances of employees using their positions for personal gain.
One particular case highlighted by Moyar involved the discovery of a “big slush fund” in 2019, well into the Trump administration, that had been hidden from political appointees. Despite reporting misconduct, Moyar claimed that no action was taken against the office director involved. Instead, the agency allegedly helped him secure employment at another federal agency. Moyar emphasized a pattern of whistleblowers being targeted while those engaged in corruption thrived within the organization.
As part of ongoing efforts to address corruption and government waste, the Trump administration, in collaboration with the Department of Government Efficiency (DOGE) led by Elon Musk, recently shut down the $40 billion USAID agency. Moyar supported these measures, citing the need to uncover the extent of wasteful spending on initiatives related to diversity, equity, and inclusion (DEI). He criticized the promotion of DEI ideologies abroad, describing them as harmful to U.S. relations with other countries.
The former USAID official called for a thorough investigation into the agency’s expenditures and expressed concern about the Inspector General’s oversight. Moyar anticipated revelations of misuse of taxpayer dollars and urged for accountability in the weeks and months ahead. USAID, established in the 1960s to provide aid globally, has been accused of promoting a liberal agenda under the Trump administration.
