New York state will monitor its use of AI after signing new bill into law

The state government of New York has taken a significant step towards regulating the use of artificial intelligence software within its agencies. Governor Kathy Hochul, a Democrat, recently signed a new law that mandates state agencies to conduct reviews and publish reports detailing how they are utilizing AI technology.

Under this new law, state agencies are required to assess any software that utilizes algorithms, computational models, or AI techniques. These reviews must be submitted to the governor and top legislative leaders, as well as posted online for public access. The legislation also prohibits the use of AI in certain situations, such as automated decisions regarding unemployment benefits or child-care assistance, unless human oversight is consistently maintained.

Additionally, the law protects state workers from having their hours or job duties limited due to AI technology, addressing concerns about job security. State Senator Kristen Gonzalez, a Democrat who sponsored the bill, emphasizes the importance of setting up guardrails for the use of emerging AI technology in government operations.

Experts have long advocated for more regulation of AI, particularly in areas such as bias and discrimination, security of personal information, and the potential for AI to amplify misinformation. Several other states, including Colorado and California, have implemented or are in the process of implementing laws to regulate AI technology.

In Canada, there is currently no federal regulatory framework for AI, but there are discussions around a proposed Artificial Intelligence and Data Act. The Canadian government recently launched the Canadian Artificial Intelligence Safety Institute to promote research on AI safety and responsible development.

In Alberta, efforts are underway to develop regulations specifically focused on privacy issues related to artificial intelligence, including the creation of deepfakes. As the use of AI technology continues to expand, it is crucial for governments to establish guidelines and safeguards to ensure its ethical and responsible use.
