Tasers used prior to fatal police shooting in Nunavik, police watchdog says

The tragic incident that unfolded in Salluit, Que., involving a fatal police shooting has left the community in shock. According to Quebec’s police watchdog, Bureau des enquĂȘtes indĂ©pendantes (BEI), officers resorted to using Tasers and pepper spray before ultimately shooting two men. The Papigatuk family has confirmed the death of Joshua Papigatuk, while his twin brother, Garnet Papigatuk, was flown to a hospital in southern Quebec for treatment.

Videos circulating on social media captured the harrowing moment a man was shot at close range by what appeared to be a police officer. The Nunavik Police Service acknowledged that an officer discharged their weapon, resulting in one fatality and one individual sustaining serious injuries.

Initial findings from the BEI’s investigation indicate that two police officers responded to a call regarding a person driving while impaired. Upon their arrival, a physical altercation ensued between the officers and the two men, leading to the use of Tasers and pepper spray, which proved ineffective. Subsequently, one of the officers fired at one of the individuals, and when the altercation continued with the other brother, the officer allegedly fired at him as well.

Despite efforts to provide first aid on the scene, both victims were transported to the hospital. Tragically, one succumbed to their injuries, while the other remains in stable condition. Witnesses have provided conflicting accounts, with one individual claiming they did not witness the use of pepper spray or Tasers during the altercation.

The BEI is conducting a thorough investigation, analyzing body camera footage from the officers involved and videos submitted by witnesses. This footage will not be made public until the investigation is concluded. The Nunavik Police Service implemented body cameras on all officers in 2020 across the region’s 14 communities. Five BEI investigators are currently dedicated to this case, with plans to conduct on-site investigations in Salluit.

The incident has sparked outrage throughout Nunavik, with Makivvik, a political organization representing Inuit in the region, condemning the actions of the police and calling for significant reforms to policing practices. Calls have been made for the Kativik Regional Government to take a more active role in overseeing the police service and for increased mental health support services for all residents.

Protests have erupted outside Salluit’s police station, with demonstrators demanding justice for the victims. Additional protests are scheduled in Salluit and Kuujjuaq, while solidarity events have taken place in Nunavut. A fundraiser has been launched to support the Papigatuk family with expenses during this difficult time. The community continues to grapple with the aftermath of this tragic event as they seek answers and justice for those affected.
