CBRM unveils catalogue of pre-approved housing designs to help spark development

Cape Breton Regional Municipality (CBRM) has recently introduced a groundbreaking initiative aimed at streamlining the housing development process for residents. The municipality has curated a collection of 15 pre-approved housing plans, known as fast-tracked housing designs, which are available to residents free of charge. These plans are anticipated to expedite the building permit process significantly, saving applicants up to six months of waiting time.

The unveiling of these innovative housing designs took place in front of city hall, where spokesperson Jenna MacQueen highlighted the public’s enthusiastic response to the initiative. MacQueen mentioned that the plans were funded through an $11.4 million grant from the federal Housing Accelerator Fund. She expressed that the housing designs have garnered widespread interest, with some individuals expressing excitement and others marveling at the forward-thinking approach of CBRM.

The fast-tracked housing designs have been meticulously crafted to meet building code regulations and have undergone thorough consultation with CBRM staff and home builders. These designs cater to a diverse range of housing needs, from a 435-square-foot backyard suite to a six-unit multiplex, ensuring that there is something for everyone. MacQueen emphasized that the objective behind these plans is to eliminate barriers to housing development in CBRM and facilitate the construction of new homes in the region.

A significant portion of the federal housing grant has been allocated to specific projects such as Cape Breton University’s Tartan Downs housing project and the ongoing development of the Cossitt Heights subdivision by Joneljim Construction. The remaining funds have been allocated towards initiatives like a new online permitting system, grants for the development of affordable housing units, a parking study, staff housing coordinator, and an overarching housing strategy.

It is noteworthy that the Housing Accelerator Fund, managed by the Canada Mortgage and Housing Corporation, typically supports tax incentives for affordable housing. However, CBRM has opted to forgo tax revenue in order to prioritize the utilization of federal funds for other critical initiatives.
