Risch says that USAID needs strict review of what funding is going toward

USAID, previously an independent agency providing aid and development assistance to impoverished countries, has faced significant changes since President Donald Trump appointed Secretary of State Marco Rubio to oversee the organization. Concerns were raised that USAID was not adequately advancing U.S. core interests, leading to layoffs and the agency’s absorption into the State Department.
Risch emphasized the need for scrutiny of USAID spending, citing examples of questionable funding decisions, such as $3 million allocated for the “promotion of democracy in Lower Slobbovia,” a fictional underdeveloped country. The Department of Government Efficiency (DOGE) also targeted USAID for its funding choices, including programs focused on diversity, equity, and inclusion in foreign countries. Following a six-week review, the State Department announced the cancellation of over 80% of USAID programs, resulting in the elimination of thousands of staff positions. The remaining operations and programs of USAID will be absorbed by the State Department, marking the end of its status as an independent agency.
